About Us

Cascadia Cataract Consultants (CCC) are experts and adept at all kinds of vision surgeries, including cataract surgery. In addition to typical cases, because of their skill and experience they are often called to operate on especially challenging or complicated procedures. CCC’s team of fellowship-trained ophthalmologists all have received specialty training in pre-surgical measurements and calculations for IOLs, particularly dealing with specialty IOL’s (presbyopia-correcting IOLs and toric) and situations that require calculations for atypical eyes.

Intentional Protocols

Our surgeons and medical teams are hyper-vigilant about patient safety and outcomes, and constantly research best practices.

For example, some of our competitors offer same-day surgery on both eyes for cataracts. Although it may be more convenient, CCC routinely performs the surgeries on separate days. Although cataract surgery is extremely safe, medical research has found that there is less chance of complication when one eye has the chance to heal before performing surgery on the other:

  • It allows the patient to have more seamless sight as one eye maintains vision while the other heals.
  • It can lessen the risk of an infection being transferred from one eye to the other.

As a result of many considered protocols like this, our ambulatory surgery center has maintained a record of 0% post-operative infection rate since its inception in 2008.


We value technology and use innovative instruments not considered standard for cataract surgery. These tools, among others, have been shown to improve surgery outcomes for patients.

  • ALCON iLux treatments are included with our premium IOL surgeries. iLux is a quick, in-office treatment which treats Dry Eye caused by Meibomian Gland Dysfunction (MGD).

C. Dan Siapco MD

C. Dan Siapco MD

Dr. C. Dan Siapco has earned a reputation in Skagit Valley as the doctor to choose for cataract surgery, winning the award from Northwest Business Monthly for “Best Northwest Doctors in Skagit Valley” after only a few short years here. Dr. Siapco is a board-certified ophthalmologist. He graduated from Loma Linda University School of Medicine, interned at Sacred Heart Medical Center in Spokane, and did his ophthalmology residency at the University of Pittsburgh.

Dr. Siapco serves as the Medical Director of the Eye Associates Surgery Center and is instrumental in making sure Cascadia Cataract Consultants always has the best technology available for our patients.

He has extensive experience with presbyopia-correcting intraocular lenses and has been implanting them for 18 years. Over this time, he has witnessed many improvements in this exciting technology. Dr. Siapco is available for exams and consultations in our Mount Vernon and Whidbey Island locations and provides surgical and laser procedures in our surgery center in Mount Vernon.

Dr. Siapco is very active in overseas missions to help eradicate preventable blindness in the developing world. In 2017, he was named “Citizen of the Year” by the Sedro-Woolley Lions Club, whose primary cause is vision and the prevention of blindness. Dr. Siapco has traveled to Central and South America, Asia, and Africa on various medical mission trips. Dr Siapco and his wife Wendy are passionate about helping the underprivileged in the world and their nonprofit, “Eyewitness Missions”, has allowed them to assist in restoring sight to hundreds of patients worldwide who otherwise would not have access to cataract surgery. He is an avid musician and has been playing the guitar and writing music since his teens.

Carlindo Da Reitz Pereira MD

Carlindo Da Reitz Pereira MD

Dr. Carlindo da Reitz Pereira graduated from medical school in South Africa in 1995 and practiced as a family physician in South Africa and Canada for many years. He later came to the United States for ophthalmology training, and graduated from ophthalmology residency at Loma Linda University, California in 2004.

After teaching ophthalmology residents for five years and serving as Chief of Ophthalmology at the VA Hospital in Loma Linda, he completed subspecialty training in refractive and cornea surgery with Dr. Francis Price in 2010. He is Board Certified by the American Board of Ophthalmology and certified in the IntraLase and WaveLight lasers for refractive surgery.

With his experience, training, attention to detail, and especially his gentle, caring nature, Dr. Carlindo makes people feel comfortable and relaxed. Dr. Pereira especially enjoys performing state-of-the-art cataract surgery, including using premium lenses when appropriate, to achieve the highest quality of vision possible.

Dr. Pereira has been on medical mission trips and is also active in charity surgical care for locals in need. He and his wife, Jeni-Joy, have three daughters and love the outdoors, especially camping, and enjoy all the spectacular hiking that the Northwest has to offer.

Charles Maddux MD

Charles Maddux MD

Dr. Charles Maddux is a talented ophthalmologist and eye surgeon. He graduated from Loma Linda University School of Medicine, where he also tutored students in pathophysiology. He interned at the Loyola University Medical Center in Chicago, and completed his residency with Loma Linda University Health, where he worked in five different medical centers, including a VA and two county hospitals. While in residency, he treated a wide variety of patients with advanced pathologies, and developed excellent surgical skills.

Joining Dr. Siapco and Dr. Pereira in providing cataract surgery, Dr. Maddux has a special interest in refractive lenses such as Toric, PanOptix and Vivity Lenses that can help patients become independent from glasses. He is experienced in dropless cataract surgeries as well as minimally invasive glaucoma surgery such as the iSTENT and the Kahook. Dr. Maddux is also skilled in minor lid surgeries, including blepharoplasty and lesion excisions. He performs intravitreal injections of medications for conditions such as diabetic retinopathy and macular degeneration, and a variety of laser surgeries, including YAG lasers, SLT, and laser procedures for the retina.

Dr. Maddux loves hiking, kayaking, scuba diving, and snowboarding. He enjoys spending time in the outdoors with his wife, Cynthia, and his two dogs, Kona and Umbo. He likes traveling and has been to six different continents, but also enjoys just exploring neighboring towns. He went on a mission trip to India in early 2020 and is eager to continue to perform medical mission work in the future. Other interests include reading, doing puzzles, and baking chocolate cookies from scratch.

Andrea Shick

Andrea cares deeply about patient care. She will be available to primary eye care physicians directly as a committed contact, supporting each busy practice with knowledgeable, red-carpet service and a timely, friendly manner.

CCC’s Co-management liaison team is responsible to walk each surgical patient through their surgery experience. Your patients will be well-cared for from the time they are referred to the time they return to your practice for primary eye care.

Andrea has worked in the medical vision field since 1985 and is also our clinical operations manager. She serves our doctors and their patients quickly, kindly, and efficiently with her wealth of knowledge and valuable experience. She specializes in pre-op surgical care, including pre-surgery measurements and IOL calculations. She is a lifetime Skagit Valley resident and enjoys golf, travel, and hiking with her dog Rubix.
